This patch prevents an ICE (segmentation fault) the occurs for amdgcn
because the test is trying to use -fexceptions which is unsupported on
the target.
Arguably it should fail more gracefully, but either way the test is
inappropriate.

The new operand modifiers can be used to select odd-numbered bytes of a memory
reference or constant value.
Successfully regtested on trunk for msp430-elf in the default, -mlarge,
-mcpu=msp430 and -mlarge/-mcode-region=either/-mdata-region=either
configurations.
