the installer for windows. No DOS version.
The installer contains binaries for all platforms, except linux. And
it is more-or-less a self-extracting zip file. So just unzip it into
a directory like C:\WATCOM and set the environment var

This is inconenient, but you may unpack this .zip self-extracting
archive by zip-compatible utilities: pkunzip -d OPEN-W~1.EXE
