Check if that specific Dataset you are using is assigned to all of those
facilities in Chitipa or Karonga. You may find the one missing does not report
on that specified dataset and reduce the number...

If you are a superusser it means your role can view and modify according to
user credintials, could you please try to clear your cache memory? is this
happening online? or its your local machine. if its onlie(internet) check your
connection. v2.9 cant affect previous modification rights only yo
would suggest the system to display the Period with respect to the server
time set and ignores users time set in this case the users Period will be
uniform and flexible.

i think you can create organisation units up to the district and down the
district you put offices if they dont need other levels, organisation unit
serves as a location identifier.
