The people.apache.org listing shows that Igor is a Flex PMC member and
committer.
However, he does not appear to be an ASF member, though he is an ASF committer.

Note that JIRA bulk updates can be set to suppress sending e-mails.
Should be used in moderation, but can be useful for standard changes
of status following a release where it does not help much to see the
e-mails.
