I copied the libstdc++ library from IBM toolchain (see my first post to
find the url) to /usr/lib/powerpc64le-linux-gnu and made the symlink.
Now I have in /usr/lib/powerpc64le-linux-gnu :
libstdc++.so.6.0.25
and
libstdc++.so.6 -> libstdc++.s

I use NVIDIA drivers. Tried reinstalling gnome-shell, disabled
extensions, checked scaling, deleted setting files, nothing worked.
I created a new user, gnome-shell has the same issue in the beginning. Alt + F2
resets shell to norm
Confirmed. The setting can be changed in the "Region & Languague" panel:
gnome-control-center region
(cog icon next to "Input Sources" section)
But this doesn't actually change the corresponding gsetting:

FYI the QEMU change merged in the following pull request changed to
return an EPERM errno for the thread affinity syscalls:
