the first message about lack of permissions is common and should be
harmless. The failure happens possibly with the attempt to get 16 MiB
of memory via call mmap(2). But it is not obvious why this only succeeds
if you are superuser.

When I start my Ubuntu with wyland, and it happens since 17.10, some

I compiled CEF (based on Chromium), branch 3359 (Chrome 66) and I used:
rtc_use_h264 = true
and I have h264 support. Without that, using the regular:
GN_DEFINES=is_official_build=true ffmpeg_branding=Chrome proprietary_codecs=true

version from ub16 does return the behavior to expected.
