This fixed the bug for me.
In version 1:46.4-0ubuntu0.24.04.1 the bug was occurring. After enabling
proposed and updating to 1:46.5-0ubuntu0.24.04.1 the bug is fixed.
1. I enabled proposed archive as per the instructions,
2. updated gnome-control-center to proposed ($ sudo apt install gn

Please let me know if anyone is facing this with 24.04, but ideally it
shouldn't happen anymore.
The UI should still ask for the user name, but once set ideally the
smart card authentication should just fallback to the password one.
