This fixed the bug for me.

In version 1:46.4-0ubuntu0.24.04.1 the bug was occurring. After enabling
proposed and updating to 1:46.5-0ubuntu0.24.04.1 the bug is fixed.

1. I enabled proposed archive as per the instructions,

2. updated gnome-control-center to proposed ($ sudo apt install gnome-
control-center/noble-proposed), and

3. can confirm that opening the GNOME Settings and clicking "Privacy &
Security" no longer sets idle-delay to 0. I tried with different values
of idle-delay set via terminal.

4. In addition, in GNOME Settings -> Power the «Screen Blank» time is
displayed correctly. For example,

4a. «25 minutes and 7 seconds» when idle-delay set to 1507 ($ gsettings
set org.gnome.desktop.session idle-delay 1507), and

4b. «30 minutes» when idle-delay set to 1800 ($ gsettings set
org.gnome.desktop.session idle-delay 1800).
