Benjamin Berg (gnome-settings-daemon Maintainer) took a look at the bug and found out it's because of budgies implementation of gsd-media-keys. I can only reproduce this bug in ubuntu budgie enviornment, not in gnome itself, so gnome-settings-daemon is not the root of this issue. See upstream issue
