UTF-8 will unify the world!
I think I'd consider this NOTABUG because as far as I know there is no way to
determine the correct encoding (it's hard to know for sure when working with an
undocumented protocol).
I DO plan to change the error message, though. It should suggest that the Gaim
user
Luke, would you consider that as NOTABUG or is there some encoding magic not
done by that version?

I think, I can confirm that it depends on the encoding of the other client.
I did a bit of testing, and found out, that if the other side uses a UTF-8
enabled Miranda Build[1] everything works fine.

I get the feeling this is not a bug, but just general suckiness of the ICQ
protocol. I don't believe there is any way to determine what character
set/encoding the other client is using, and in general it is NOT UTF-8. If
there is a popular encoding other than UTF-8 that is used for German text
it's fine for me too (1.5.1 and 2.0.0)

I can't speak for 1.5.0, but for 2.0.0beta2 and 2.0.0beta3: This bug has been
reported numerous times to upstream (#1462839 and #1460570 are a couple
examples). It's also been reported to Debian.

my preferences are set to UTF-8. the other side uses the latest ICQ lite client
and the latest mirandaIM client.
