I get the feeling this is not a bug, but just general suckiness of the ICQ protocol. I don't believe there is any way to determine what character set/encoding the other client is using, and in general it is NOT UTF-8. If there is a popular encoding other than UTF-8 that is used for German text (ISO-8859-1?), I would try putting that in the account editor. -- error with recieving german umlauts over ICQ protocol https://launchpad.net/malone/bugs/38065
