Looking at the debian changelog, I personally removed that package back
in March 2018 because it was not compatible, not sure why it was
reintroduced:

et python3-zeitgeist (--configure) :
installed python3-zeitgeist package post-installation script subprocess
returned error exit status 1

Since 2.3-25, /etc/init/anacron.conf is not shipped in the package
anymore, but as it's a conffile it needs to be expliclitly removed
during the upgrade.

to the tss user
chown tss:tss /var/lib/tpm -R
I'm not sure if the init script should modify the owner of this file.
