I work with the Crypto++ project. Debian carries the project and makes
it available through the package
https://packages.debian.org/source/libcrypto++.
We have specific recommendations for packaging Crypto++ for
distribution (cf., http://cryptopp.com/wiki/Config.h#Recommendations).
