automake et al., the debian/ directory will only be part of the tarball
if you ask it to be. Just leave it out, and a 'make dist' will create a
tarball only with upstream sources.

It's fine to keep the debian subdirectory in the same repository as
the source. But it is preferred not to include it in the tarball, so
that the debian-specific information in contained in the .diff.gz file.
