I did consider contacting the Games Team, but FGRun is related to
FlightGear, which is maintained by the Debian FlightGear Crew, so I
thought I would try there and the mentors list first.

Ahmed's right. I just remembered that the ubuntu build environment is
modified to not include upstream changelogs in binary packages. This change was
made very recently to decrease size of ubuntu live cd.
