After going through the bursary requests this year, we believe we'd like
to get more people to DebConf than the current budget allows.
Right now, according to the budget, we have 26.5k EUR for general bursary

Whilst the original schedule to roll out the first batch of bursary
was May 23rd, we had some re-budgeting to do (& wait for its approval)
which made it difficult to accommodate things timely and we're now
scheduled (after ironing out some wrinkles) to roll it out on or
