My take on this: ln -s /source /destination should create "symbolic" links; the closest approximation in the NT world is either "subst.exe" (not quite the same, really more like `mount` for DOS) or a .LNK file (which, as you've noticed, doesn't do anything for you from a cmd.exe command line, alt
