There are several things of note in the latest cygwin snapshot:
The first is Christopher January's latest proc improvements:

The second is an addition to cygwin's mount processing, i.e.:
mount --no-executable -b c:/foo /foo
will tell

terminates abnormally when I try to use it.
When it tries to download setup.ini and reaches about 98000 bytes,

This cygwin install is a fresh install. If i start it, and select view
partial those packages are all i will get, if i first select another
package, then go to view partial the additional package shows up but is not
