Update - With the help of @vishesh92, we were able to address the
performance issue and are now able to watch videos on the browser (though it's
not as performant as RDP

Findings from today:
Instance or template specific settings can be tuned for instances (both
windows and ubuntu), which are:
- video.hardware
- video.ram

I could reproduce the issue with Ubuntu 22.04/KVM based env with ACS 4.20.1
