Heat is the answer. If your SS set screw is galvanically bonded to the aluminum tiller arm heating up both will allow you to break the bolt free with a vice grip. If not immediately, try some p-blaster on the threads and allow it to migrate overnight before trying again. Chuck Gilchrest Half M
