I got a laser-tach from Amazon for ~$20. It came with reflective tape
which you cut to size. I put a piece on the main pully and transmission
output shaft. I used it to make sure of the accuracy of the installed tach
and verify the gear ratio. Then I also used it to set the low idle speed.

I had the same problem and did two things.
1. I made sure the fuel system was well bled A small amount of air
trapped in the high pressure lines can create a lot of trouble with idle
and stalling.
2. The second thing I did was add Howe's diesel fuel treatment to the fuel
every time I fill up.
