I had my 10lb aluminum tank re-valved and re-certified a couple years ago.
I seem to recall it was about 1/4 of the cost of a new aluminum tank.
I brought it to a local place "American Compressed Gas" that refills
propane tanks.
I am sure if they can't re-certify they will tell you.

No. CNG is not a liquid and cannot be overfilled the same way.

I got a fiberglass tank that fit in the existing locker. Fiberglass tanks have
to be recertified. I think the interval is every five years.
The OPV valve will not affect the operation of your stove or hot water heater.

You can go ahead and use the old-style valves; at least until you run out of
propane. As far as I know, you can NOT get non-OPV tanks refilled anywhere in
the U.S. any more.
And if your tanks are old enough, you can't retrofit the OPV valves without
