It's probably related to having the incorrect driver file installed for the
UART chip in your cable. Also, study the section about Cables & Drivers for
the fix. Good luck

I've had this happen, too. It's surprisingly difficult to get the cable
properly seated. Like, sometimes you really gotta push it in there. You'll know
when you properly get it, as there will be a solid click. That should take care
of the problem.
Remember, when troubleshooting, start easy, and
Open device manager and look under comm ports. That should tell you
which chip is in the cable you're using, but more importantly what port
it's on.
If you've done this already - you don't say - then check and make sure
you have the correct UV-82 selected.

Make sure that the cable is really tight in the radio.
And, open device manager and see what port is in use, and make sure the same
port is selected in Chirp.
That is where I would start.
