Hi Dean,
Make sure that the cable is really tight in the radio.
And, open device manager and see what port is in use, and make sure the same 
port is selected in Chirp.
That is where I would start.

I have a brand new baofeng UV-82 but can not get the program to recognize it. I 
keep getting an error message “can not open port”. I have downloaded the lasted 
version of the program. Any ideas? Using windows 10 on pc.
