You can't turn off the power-on beep.
You can only disable the keypad beeps with Menu 8 BEEP.
The only control you have over the alarm siren is Menu 32 AL-MODE. If
you set it to SITE at least it won't transmit the siren over the air.
You can't disable the flashlight.

When a new Ubuntu version is released it always takes a long time for
the developers to add a repo for the new version. What I do is download
the tar file and run it locally.
You should also be able to use the repo from the previous version.

That's partially correct.
FRS/GMRS still requires FCC Part 95 certified radios and the UV-5R isn't.

Nobody has ever explained how it could possibly have any effect.

There is no repo yet for 19.04.
Usually when a new *buntu version is released it takes a while for the
Chirp maintainers to add a new repo for the new version.
You can try going to "Software & Updates" (or editing the sources.list
file) and replace "disco" with "cosmic" in the chirp repo line th
You can't do that.
It's impossible to do that either with Chirp or from the radio keypad.
The UV-82 is not capable of syncing the displays.

Scrambling is done in the radio itself.
Not all radios have it.
Programming software has nothing to do with it except to enable, disable
or select the settings that the radio uses.
There might not be a menu item in Chirp for it, but there probably is a
menu in the radio for it.

as far as I could tell it doesn't damage it so I use G4HFQ's FTB7800
