Scrambling is done in the radio itself. Not all radios have it. Programming software has nothing to do with it except to enable, disable or select the settings that the radio uses. There might not be a menu item in Chirp for it, but there probably is a menu in the radio for it. Possibly the only way to set it is with the manufacturer's programming software.
