For what it's worth, icu-project.org (benefiting many dependent projects on this library such as Node.js) makes use of GCC119 and the AIX build. This has allowed for porting work without having to otherwise have access to the platform. The non-IBMers on the team do not have their own AIX systems.

The issue at this point is that other cfarm and mailing list users are
getting called "dumb" and "stupid". And with very little reasoning
other than loosely "we take what we can get" and again loosely "call
others dumb". I am not personally affected by this as I am confident

The Emacs RPM is broken. The pre-built binaries for AIX are known to
have problems with libintl dependencies.
