I neglected to mention that I have a 2nd tape drive that I plan to use
with this clone job, so there shouldn't be an issue with both running
simultaneously.

Bacula won't cross filesystem boundaries by default, so if you want to
back-up separate filesystems you must explicitly list them in your
Fileset record. Try adding:
