I haven’t seen the PCN you reference, but I suspect it is a standard satellite
ground station PCN since 18 GHz would be their downlink and 28 GHz the uplink.
Part 25.203(c2) covers the coordination requirements for ground stations in
shared bands and the PCN must include an antenna horizon gain
I'm assuming then that they have specified some antenna with a pattern
which results in being licensed for 360 degrees at the EIRP they need.
I.E if you coordinate a 5 degree beamwidth antenna every 5 degrees you'll
end up with 360 degrees of coverage being licensed.

Whatever PCN they have to file, it has to be unique relative to
fixed-position transceivers. I have no idea how they chose to
handle this. Interesting they are using 18 GHz; Down here in the
dense air world, I would not expect 18 GHz to reliably go more
than 10 mi

above horizon) is specified.
Makes me wonder if the PCN is set up with that many beams to coordinate a
link that could be pointed in any direction.

Someone should be filming the whole thing launch to splashdown for an IMAX
movie.
Or are we so jaded that no one would pay to see it? Like recounted in the
movie Apollo 13, the networks weren't even showing the Apollo missions on TV
