I have also seen the timezoneId come back as null for the
getAccountInfo() call. This is for a new AdWords account, created
within the past month. The UI says Pacific Time for that account. So
it may be the case that if the timezone is the "default", then you
just get null back. But this is on

It's not something that can be done with the API. I'd recommend
contacting the AdWords representative who is working on the account in
question, or if there isn't a specific contact person assigned for the
account, using the form at

While you do need to specify a time zone when creating an AdWords
account nowadays, I would not be surprised if some older AdWords
accounts might be lacking this information. (I also would not be
surprised if there are some edge cases in account creation that manage
to avoid setting t
