I have also seen the timezoneId come back as null for the getAccountInfo() call. This is for a new AdWords account, created within the past month. The UI says Pacific Time for that account. So it may be the case that if the timezone is the "default", then you just get null back. But this is only a theory. It certainly would be nicer if the API returned a non-null timezoneId regardless, to reduce the special-case coding.
