No, you can't set the daily budget of a campaign to zero, either via
the API or the AdWords web interface. The smallest amount you can use
for a daily budget is equal to the smallest cost per click bid in your
account's native currency. For US Dollars, that's $0.01 (one penny).

To specify an Exact match in the web version of the tool, you need to
enter your keyword with square brackets around it, like this: [flawed
contracts]
If you enter it without the brackets then you get the three results
you mention, but that's based on a Broad match for the seed keyword.

https://adwords.google.com/select/KeywordToolExternal and the API and
seem to be getting different results.
The web version returns 3 results:
