I have the same issue with a few volumes. they are at 0.1 % utilized but a move data says there is no data on the volumes and a del vol says the volume can't be deleted because it conatins data. Each Backup Storage pool thread will in general create 1 filling tape each time it runs. In my case I run 1 backup storage pool thread for each primary pool each day. Those tapes are then sent off-site. I have 12 primary pools and send about 40 tapes away each day, so I have a little more than 2

I ran into a similar issue and found a new STG was defined and the new default for collocate is "group". I changed that to none. Then did a move data on every volume in the "filling" state. I reviewed every STG for all 4 TSM servers and did not find that issue but did find a number of low utilized

Yes, and you can set the nextstg for the existing lib to point to the storage pools created in the newer libs and trigger migration, but again that is sort of awkward and short term. - you'd like to use all the drives during normal backup processing and not just the drives in the original library.
