I ran into a similar issue and found a new STG was defined and the new default for collocate is "group". I changed that to none. Then did a move data on every volume in the "filling" state.
I reviewed every STG for all 4 TSM servers and did not find that issue but did find a number of low utilized volumes. I'm still trying to figure out why. If anyone has any theories on why I have more than "normal" filling with low utilization I'd appreciate the input.
