first re-boot (the windows installer) and you only need the second re-boot
if any dll's were upgraded(replaced) - if you don't make the second re-boot
the backup archive gui will report several errors - but will work j

We were having a problem that looks very similar. We ended up doing the
restore in pieces, a couple of files systems at a time. IBM pointed me to
apar PQ46754. I put the PTF in and have not experienced the problem since.
The apar is for TCPIP. Hope it helps.

drivers. Upgrading the drive microcode and atape lpp's to the latest

Updates and some new fileset installs overwrite the message catalog
for Atape messages. The solution is to reinstall the Atape driver.
