Open system settings, make sure the left main panel has a scrollbar 2. Hover the mouse over the scrollbar, it turns from gray to its accent color 3. Scroll using the mouse wheel OBSERVED RESULT Nothing happens. However, scrolling with the mouse wheel works when hovered over the panel itself. It also works when hovered over the scrollbar of eg for right panel of the `background services` kcm and in other applications like Dolphin.
