On KDE Neon Testing, I have switched to another tty, ran `export
KWIN_DRM_NO_AMS=1 && dbus-run-session startplasma-wayland` and can confirm,
that setting this environment variable fixes the issue.

Screenshot: After hovering over the hidden entries, some are still not visible.

SUMMARY

Right clicking on the panel or the desktop opens the context menu: However
first, it's rendered at lower resolution and when hovering an entry with the
mouse, this one becomes clear but all other vanish, showing only a blurred
background. Hovering over the invisible menus make them reappear again.

SUMMARY

Pressing the Meta key in the effect, opens Kickoff, but it's not possible to do
something with it. It's as non-interactive as the  panel. Hitting the Meta key
again, closes Kickoff. Clicking on Kickoff, while it's open, closes the effect.

Not sure, what is the intention to do with it.

SUMMARY & STEPS TO REPRODUCE

Dual monitor: Left FullHD@100%, Right 4k@200% primary
Systemsettings -> Cursor -> Change size to any value

OBSERVED RESULT
The cursor size on the primary monitor does not change. It's always a fixed
size.
It appears huge all over the screen, except for the Firefox window, where it is
displayed smaller, namely like size 24 on the secondary screen.

The cursor size on the secondary screen however, changes according to the
Systemsettings.

On the primary monitor, the cursor shows the correct size when hovered of the
titlebar of a window, though.

After playing around, swapping the primary screen roles, changing the scalings
to 100%, 150%, 200%, etc. I now find that the cursor size never changes for any
of the screens, except for the titlebar and the Firefox window.

That's a good point and led me to make the following interesting observation:

1) Initial setup before the reboot:
- Cursor size set to 24 in the KCM,
- visual appearance: 48 in general,  24 for the titlebars and GTK windows

2) Rebooted and logged back in:
- visual appearance: 24 in general and for the titlebars and GTK windows

3) Changed the size to 48:
- visual appearance: 24 in general and 48 for the titlebars and GTK windows

I also verified that the cursor changes but just logging back in. So either a
reboot or a re-login is required on my side.

SUMMARY

When starting KInfocenter on the primary screen with 4k@200% scaling, some
parts of it appear blurry, like seen in the screenshot.

In the settings window for a particular notification, there's a small
"notification" icon, which can be seen in the screenshot.

If the window is on the primary screen with 4k@200% scaling, it shows a blue
icon, however, if it's moved to the secondary screen with FullHD@100% scaling,
it shows a white icon. 

Both screens have an effective resolution of 1920x1080, thus I would have
expected that the icon does not change.

Screenshot: OBS Studio 27.1.3 on openSUSE TW with Plasma 5.24.0

I see something similar for the dialogs in OBS Studio 27.1.3 (with and without
export QT_QPA_PLATFORM=wayland), where parts of the dialogs (background,
buttons, ...) are missing but do return partly on mouse hover. Do you think
it's the same cause?

One additional note to comment 11: The issue with OBS does not happen with

STEPS TO REPRODUCE
1. Open system settings, make sure the left main panel has a scrollbar
2. Hover the mouse over the scrollbar, it turns from gray to its accent color
3. Scroll using the mouse wheel

OBSERVED RESULT
Nothing happens. 

However, scrolling with the mouse wheel works when hovered over the panel
itself.
It also works when hovered over the scrollbar of eg for right panel of the
`background services` kcm and in other applications like Dolphin.

STEPS TO REPRODUCE
1. Unlock the panel: There are now two "Location" headers
2. Right click somewhere around the top "Location" header

OBSERVED RESULT
It shows the context menu to hide/display "Information", "Folder", "Terminal",
"Locations", "Main Toolbar", but it does not offer to lock the panel again,
which is confusing.

Instead you have to right click somewhere in the area below (except on location
items).

Recording: Screen Flickers

SUMMARY

I have noticed that sometimes after unlocking the session one of my screens
flickers until I press the left mouse button. Please see the screen recording.

This happens both under KDE Neon Testing in VBox and openSUSE TW with Wayland
and Plasma 5.24.0. I haven't experienced it under X11 yet.
