Practically, it means that if somebody, for example, wants to print those
documents with missing sections, then they either have to print them at once
with ./README or edit them to include the GFDL.

By the way, why didn't you want to release those files permissively?  If I'm
not mistaken, they are much shorter than the text of the GFDL itself.
