I see, thank you.  Still the note doesn't seem sufficiently clear to me.

First, the phrase "All files (except COPYING) in this project are licensed
under the AGPL-3.0-or-later," is redundant because the files already should
contain legal notices, and isn't future-proof because it will become wrong
when a user adds any file under a different license.

Then, I suggest moving the notes about those two PNG files to a README file in
the textures directory; that file should explain that the original license was
Expat (and show it), and that currently the modified files are under the new
licensing terms; that new license notice should have the consistent form
recommended in the GPL HowTo (you shouldn't assume that the user will
understand abbreviations like 'AGPLv3+', they are only appropriate in informal
contexts).  At last, that README should include a copyright notice for those
modified files.
