Follow-up Comment #1:

I don't see anything wrong with Mercurial and I am able to hg pull from that
repository okay.  Currently we are blocking a large list of IPs due to the
botnet wave which has passed through the site. But I tried to be careful
assembling that block list. I hope there is no colateral IPs in there.  But
there might be.

But I look at buildbot.octave.org IP and as far as I can tell it is not being
blocked.  If the hg clone is coming from a different IP address than
buildbot.octave.org then please let me know and I will look for it.  But it
looks to me at this moment that buildbot.octave.org should be able to hg clone
okay.

This can be more directly tested for using wget (or curl too) such as this.

That's a 200 return and it worked.  If your IP address is blocked then it will
be a copmlete DROP of the IP from our iptables and it should eventually fail.
Please try poking around a little and verify the IP address associated with
the host you are trying to do a hg clone from and then I will be happy to work
the problem on this end.  But at least initially I don't have anything to fix
at this moment.
