I started a manual tracking of downtime that I have observed.  It's a
reaction to there being a significant amount this past season.
Because there has been.  But let's use it in a positive way to make
the best improvements to the infrastructure that we can based upon
actual need to do so.

It only has recent data as I only recently started this log.  But one
must start from somewhere.

It's useful to be data driven when possible.  At the moment I don't
think there is a better way to log this than manually.  It's a complex
distributed collection of infrastructure.  Everything is not all in
one easy place to have a simple uptime metric.  But hopefully this can
be used to influence the decision making on what needs resources to
improve.
