There is a deliverable in OpenDreamKit workpackage 7 where such a thing would fit. The expertise to choose a suitable aggregation rule for the poll results is in house (literally - my wife does research on this sort of stuff, computational social choice :-)). One has to decide how many tickets we want to highlight for a release. 30? 50?
