We need this at least in the case of a non-gpl-compatible package. The guy 
has to say "I agree" if I make no mistake remembering the last conversation 
we had on the subject.

Also, this message appears because we share this package while knowing that 
it is buggy/wrong/broken. We should warn the users.

If you think that this package is okay, then make it pass optional tests 
and it can become optional.
