Yes, it is a bug. When I do
  rm -rf "$SAGE_LOCAL"/lib/python/site-packages/SQLAlchemy*
instead (note that '"' is moved) then it works.

I don't know if we want a new version of sqlalchemy, though. I remember
that there is a ticket trying to remove the standard sqlalchemy package
altogether.
