So what will be medium/long term solution for those who need multiple
users functionality for courses with many students but cannot yet
convince administration to get a paid subscription for cloud.sagemath
or in general prefer to run local campus servers for faster access and
shutdown/upgrade control?..


One possible option is a multi-user IPython notebook, which is in their roadmap and they have funding to develop over the next two years or so. In my mind, that's what will replace small local multi-user installations of the Sage notebook. It will be a different interface than cloud.sagemath.com, though.

Another option is for someone to take the single-user cloud.sagemath that William open-sources and build in simple multi-user capabilities. I have no idea how hard that would be, and I hope that the possibility doesn't discourage William from open-sourcing the single-user version.
