That's what I had in mind when I suggested this.  Obviously anyone
actually doing Sage development is welcome to sage-devel, but I was
getting the impression that there were a lot of applications to do
stuff, some (many?) of which would be turned down, and that this
application process should be handled separately by those who have
volunteered to be mentors, rather than discussed publicly.
