He's probably talking about my ATLAS-3.8.3 spkg, not the development version. That one works perfectly and should be merged ASAP. Various people are using it successfully to work around build problems with the old ATLAS build system but nobody dared to give it a positive review.
I have also noted breakage with the new ATLAS-3.9.xx, though I'm still on the fence whether its an ATLAS or a LinBox bug.
