Packaging R is a big deal.   Far more than packaging Sage ever would
be, I'm sure.  I personally do not know how the enterprise Revolution
R is legal, but that just means I don't understand some piece of how
they integrate with vanilla R to speed it up/give it more memory (both
things which the NSF is also now funding under different auspices,
though they all seem to get along).
