provide 24/7 technical support, with a response time of 4 hours! By
releasing under GPL 2 or any later version, you would then have agreed
to provide 24/7 tech support.

No, this doesn't place any burdens on the original author, only on a
*re*-distributor who decided to release the work (or derivative) under
the later license.
