If this is the main intent, then I would suggest something different
than a system that may lead to misinterpretations. Instead of a system
which compute a number of points from a given reality, we should just
show the reality !!! :

Developpers  |  # contributions | # reviews
------------------ | --------------------- | -------------
somebody      | 22                      | 0
someone        | 1                        | 33
someperson   | 34                      | 32
me                  | ?                        | ?
...

Then, naturally, sentences like the following arises :

- "Each of somebody, someone and someperson did great job for Sage"
- "somebody is doing a great job contributing for Sage, but he might
now consider starting to do some reviews"
- "someone has done many reviews for Sage which is great"
- "someperson has done a great job for Sage both contributions and
reviews"

If really, we want to force the interpretation of two columns (indeed
somebody might think he's doing a good enough job already), then we
could add a star system (I know I contradict myself) which would give
the "good" interpretation :

Developpers  |  # contributions | # reviews   | star system
------------------ | --------------------- | ------------- |
somebody      | 22                      | 3               | 1 stars =
Think about doing some reviews to get a second star!
someone        | 1                        | 33             | 2 stars =
Do some more contributions now!
someperson   | 34                      | 32             | 3 stars =
Great job!
me                  | ?                        | ?               | ?
...

This could be added to the page Developpers Map of sagemath.org or
could be part of the sage release text.

But, one of my main point is that the message stay positive to any
developper.
