Trac tickets #1547, #1886, #2108, and #5741 look relevant. Especially
#1547 points to the instructions here:

#1886 [0] also has this short recipe from William:

 1. sage -f -m atlas-3.8.p7
 2. cd spkg/build/atlas-3.8.p7
 3. cd ATLAS-build/ARCHS
 4. make ArchNew
 5. make tarfile
